Child Exploitation Investigation Leads to Charges Against Horseheads Man

A child exploitation investigation conducted by State Police has landed a Southern Tier man in trouble with the law.

The investigation into Alexander Lowman, of Horseheads, started with a referral to State Police from the National Center for Missing and Exploited Children. In April of 2024, Troopers executed a search warrant on Tifft Avenue in Horseheads as part of an ongoing child exploitation investigation. During the search, a number of electronic devices were seized. After forensic examination, the 27-year-old was arrested Tuesday on felony charges of possessing and promoting a sexual performance by a child.

Following arraignment, Lowman was released pending further court action.
