On Sunday, Yates County Deputies arrested a Penn Yan man following a traffic stop on East Main Street.

Samuel Richards was stopped by deputies after he allegedly failed to signal a left-hand turn. Upon further investigation, deputies determined that Richards was showing signs of intoxication. He was subsequently arrested and transported to the Yates County Jail, where he refused to submit to a chemical test.

Richards was charged with Driving While Intoxicated and improper or no signal. He was turned over to corrections staff to await arraignment in Centralized Arraignment Part (CAP) Court.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
