Jason Skyner, a Phelps felon, was arrested for illegally dumping materials near railroad tracks.

On Tuesday, a Phelps resident and convicted felon was arrested by the City of Geneva Police Department’s Road Patrol Division following a trash-dumping incident on railroad tracks.

Jason Skyner, 43, was charged with Criminal Trespass in the Third Degree. The arrest stems from an incident that allegedly occurred early Tuesday morning near the New York State Welcome Center. Police determined that Skyner allegedly dumped a large quantity of his personal trash directly onto the railroad tracks before leaving the area.

Skyner was processed at the Geneva Police Department and released with an appearance ticket. He is scheduled to answer the charge in court at a later date.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
