Arc Allegany-Steuben Leader Earns Statewide Recognition

State Senator Tom O’Mara honored Heather Perkins this week as a New York State Senate 2026 “Woman of Distinction” during a ceremony held Tuesday evening at the Legislative Office Building in Albany.

Perkins, a resident of Andover and Chief Operations Officer for The Arc Allegany-Steuben, was recognized for her professional leadership and extensive volunteer work throughout Allegany County and the surrounding region.

O’Mara selected Perkins to represent the 58th Senate District, which includes Chemung, Schuyler, Seneca, Steuben, Tioga, and Yates counties, along with eastern Allegany County.

“I am grateful to have this opportunity to recognize and pay tribute to Heather’s leadership, compassion, commitment, and countless contributions to the excellence, quality, and strength of The Arc Allegany-Steuben, as well as to her home community of Andover,” O’Mara said.

Perkins began her career with Allegany Arc in 2003 as a Medicaid Service Coordinator and later advanced through several leadership positions, including Behavior Technician, Behavior Specialist, and Director for Behavioral Services before becoming Chief Operations Officer in 2023.

According to The Arc Allegany-Steuben Executive Director Mike Damiano, Perkins has become widely respected for her compassionate leadership and commitment to serving individuals with developmental disabilities and their families.

“Through her compassion, professionalism, and tireless advocacy, she has helped strengthen our organization and our broader community,” Damiano said.

Perkins was nominated for the honor by Rebecca Decker, who praised her dedication to volunteerism, community service, and mentorship.

Beyond her work with The Arc Allegany-Steuben, Perkins serves as vice president of the Andover Chamber of Commerce and is active with the Andover Fire Department, the department’s Ladies Auxiliary, the Andover Sports Boosters, and the Fourth of July Committee. She has also volunteered with veterans programs, community fundraisers, and the Allegany County Critical Incident Stress Team.

Perkins holds a bachelor’s degree in sociology and master’s degrees in psychology and clinical mental health counseling, specializing in crisis and trauma. She is also a graduate of the Leadership Allegany program.

She attended the Albany ceremony alongside her husband, Brian, and sons Derek and Rogan.
