Victor Woman Arrested Following Traffic Stop

A Victor woman faces multiple charges following a Tuesday evening traffic stop in front of Eastview Mall.

Ontario County Sheriff’s Deputies arrested Donna To, 28, of Camden Hill Drive, on charges of Obstructing Governmental Administration in the Second Degree and Resisting Arrest.

The incident began as a routine traffic stop on State Route 96, where deputies determined To was allegedly operating her vehicle without insurance. According to authorities, To was given multiple commands to provide her driver’s license and subsequently ordered to step out of the vehicle. When she refused to comply, deputies removed her from the vehicle to place her under arrest.

To was transported to the Ontario County Jail and later released on her own recognizance.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty. Police reports are automatically removed from this site after 90 days.
