Geneva City Council Splits Meetings Starting in June

Geneva City Council will begin holding two separate monthly meetings starting in June as part of what city officials say is an effort to improve transparency, accountability, and public participation in local government.

Mayor Jim Cecere and the City Council announced the updated meeting structure this week, replacing the current single-session format that often combines legislative actions, operational reports, strategic discussions, public hearings, and departmental presentations into one meeting lasting several hours.

Under the new structure, the city will hold a Governance Meeting and a City Operations Meeting each month.

Officials said the Governance Meeting will focus on policy, legislation, strategy, board appointments, public hearings, and public comment related to governance matters. The City Operations Meeting will center on operational oversight, departmental reporting, infrastructure projects, strategic plan implementation, and public comment tied to city services and operations.

City leaders said the change is designed to create a clearer distinction between the responsibilities of the City Council and day-to-day operations managed by the city administration.

“This change is about making it easier for Geneva residents to participate in and understand their local government,” Cecere said in a statement. “When meetings have a clear purpose, residents, Council, and staff are all better positioned to engage effectively.”

Fifth Ward Councilor Jim Petropoulos, who helped develop the new structure, said the previous format often blurred the lines between governance and operations.

“This structure creates a clearer distinction between those responsibilities and allows both City Council and City staff to focus more effectively on their respective roles,” Petropoulos said.

Amie Hendrix said the operations meetings will provide departments and organizations with a more focused opportunity to present information directly to Council and the public.

City officials said they expect the revised format to produce shorter, more focused meetings while improving oversight and increasing opportunities for community engagement.
